Computer Science courses recognized as a science courses by the UC system

The only way computer science program can grow in California is if the UC system recognizes Computer Science as a "physical science".   The National SCIENCE Foundation is funding the courses,  a degree in computer science is a Bachelors of SCIENCE and UC Berkeley lists computer science courses under Physical SCIENCE. Why do high school computer science courses not qualify for SCIENCE credit?
